New construction is not immune — it's usually worse, faster.
Redevelopment can be the right call — but the decision should follow a transparent repair-vs-redevelopment report, not fear. As a working rule: if a redevelopment offer doesn't add more than 40% extra carpet area per member over the existing entitlement, a well-executed repair is usually the better economics.
